Fashions in the townscape?

A few years back, there was a fashion for ripping up the Tarmac and laying bricks on the roads and pavements in the towns. Now, the fashion seems to be to rip all that up and replace all the bricks with "pavers? :-

It seems that similar pavers are being laid in the town here too.

Are any being laid in your town?
Who is it that promotes these schemes? Who gives them the go-ahead? How is the cost justified?
Can anyone tell me how such things are "better" than Tarmac? Tarmac is more convenient to walk on, is more easily laid and should there ever be a need to access any pipes/cables under the roads, Tarmac is easy to reinstate.
OK, so many towns now have their pipes/cables in ducts which are easier to get to but you still need an access point but they're usually at the extremities of a long length?
