royal mail tracking says item delivered but it was not to me the photo evidence is someone elses front door which is clearly UPVC mine is painted wood the signature is not mine not my initials also a black persons leg can be seen in the picture I am not black is this some new scam or just royal mail incompetence?

If you opena not received case with ebay it would close in the buyers favour if the item shows as delivered,so check you gave the correct address at checkout.

You can appeal a closed case and input the info about it being delivered to the wrong address and location,but no guarantee the appeal would go in your favour,so best to contact ebay here and explain the situation to them,https://www.ebay.co.uk/help/eua?id=5275&mkevt=1&mkpid

If you get no joy from ebay ,look to contact your payment provider for help in recovering your money,so your card provider or pay pal depending on how you paid.
