With cars, the insertion fee is not refundable, I'm afraid. Every time you list a car, the insertion fee will be charged. If you wish to see the policy in full, you can click here.

Hi @technthread , thanks for your question.
I just wanted to update my response and confirm, that for items offering a local collection, it is not possible to set up a listing for cash on collection only. The seller would need to offer buyers at least one of the approved electronic payment methods. And in cases where buyers paid online, they would be able to open the eBay money back guarantee case.

I've just got an update on this, and I've been confirmed that the blocked buyers managed to place the bid/order right before they were added to the blocked list, which is why they were able to place the order. They double checked your account to make sure there is nothing wrong with it, and they didn't find anything either. So, this shouldn't happen to you again going forward.
