Hello I returned some jeans to a seller within 8 days without raising a request through Ebay. The seller received the jeans and messaged saying if they were delivered on Friday a refund would be made on Monday. Over a week later I got a request from them saying raise a returns ticket through ebay, even though they had already received the jeans so I left it. Having still not received a refund, I opened a returns ticket which was immediately closed, the seller saying it's after the 28 days returns limit, even though I have proof the package was delivered to them. They are now ignoring my messages and I do not know how to raise help/a dispute help with ebay. It seems that because the returns ticket is closed I cannot raise a dispute resolution through ebay. Trying to get help from ebay I just get the AI bot.

Contact eBay about it. You can do that on your phone only (not a laptop or PC) to ring them or request they ring you.

The correct way to have dealt with this is that if you want to return something you "open a case" with eBay within 30 days. After that it is too late.
The seller sends you a label and you send the item back [beautifully packed of course]
The seller refunds. If no label arrives you "escalate" the case and eBay gets involved.
You seem to have done some "do-it-yourself" method outside eBay's rules.
If - after following the advice of @**peaseblossom** - you do not get a refund you may be able to contact your payment provider.
