So my buyer has paid for the item but after a month has not collected the item can I cancel the order and refund him minus a fee for non Collection and loss of sale?

No you cannot charge a fee for non collection there is no such thing.

 

Cancel the order citing Buyer Requests to Cancel,  as they have not picked up their item, and this will fully refund them and your seller performance is not affected.

 

You cannot know what happened with your buyer,  it could be a medical issue.
