What does that mean, exactly?

Have you added your bank account so that you can receive payments?

The name on the bank account must exactly match the name that you regsisered your account in.

See below how you need to register for eBay's Managed Payments so you can receive payouts from sales. 

As others have correctly advised , your name on your eBay account must exactly match the name on your bank account.

You need to provide eBay with details of a bank account and have this account verified.  The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive,  and confirm to eBay.

Once this is completed,  you will be able to list items for sale,  and receive payouts from those sales.
