Suddenly the bank account and bank card I use are now not suitable and my payments on hold and ebay are basically saying stuff you. Has anyone else had this issue and if so what happened

You need to contact Customer Services ask them to explain why your bank account is no longer suitable.
Contacting eBay Customer Services it's not easy nowadays to get a live agent , and you do need to speak to an agent not a bot for this.
Some have had success using the app, otherwise keep typing in ' I wish to speak to an agent' and this too can work.
Use this link to contact CS, if you can try at 8 a.m. on a weekday morning also more chance there for Dublin to answer.
