seller performance level above average but eBay not allowing me to list for sale

My seller level is above average but I am told that I cannot list a single item for sale. This seems to be an error but I cannot find a way if speaking to a human at Ebay?

All I can think of when looking at your items is perhaps eBay wish you to register correctly, that is, as you are selling all Brand New items you need to have a Business account.
A Private account the one you're using, is for selling your unwanted used items, such as a garage, wardrobe or attic clear out.
If you wish to sell all new items you need a Business account, it doesn't matter on the volume.
It's easy to change over, and you may need a desktop browser for this.
- Go to Account settings in My eBay.
- Select Personal information.
- Select Edit next to Account type. You may be asked to sign in again.
- Select Confirm to upgrade to a Business account.
- Specify whether you operate your business as a legal entity or as a sole proprietor and select Continue.
- On the following page, enter your business information such as name, contact information, and returns policy. Then select Save.
Probably best to use a PC / laptop for this, and not the app or mobile browser. Chrome seems to work best on eBay.
