Have you ever listed or sold any items on this account?
This is a member to member forum, not 'Ebay' and other members don't have access to your account.
Have you added a bank account and followed all the steps on Ebay's help pages to actually open a selling account?

If you need to add documents, ID etc. you could try the resolution centre.
I believe that is for business sellers and you have a private account.
