if items from a seller do not come on the last day of delivery how many days after the last est delivery day is the best time to say items not recived

Give it until the next day and then report not received.

I would give it at least a couple more days, deliveries by Royal Mail and Evri are tending to be delivered late, but this is not the fault of the seller, so I would suggest being more patient.

I agree, if you see the item has been dispatched and it hasn't been delivered yet, just be patient. The postage delays have been well documented. Just this week, I had a tracked 48 small parcel arrive after ten days and didn't chase the seller about it. Tracking showed it as accepted at the parcel shop the day after I ordered, so ultimately the delivery time was out of their control. If an item doesn't arrive, the buyer will absolutely be refunded, so that isn't a worry. I have even opened item not received cases after 21 days (I think you have up to 30 after dispatch ? to do so, if needed).
If I start discussing the estimated delivery dates, it will turn into a rant, lol. They can be unrealistic and create false expectations. I have a three day dispatch time, and after a weekend there are often cases where the last estimated arrival date, is actually the day before I need to actually send it out, if that makes sense, lol. I even had a sale just before midnight recently, yet the estimated earliest possible date of delivery was actually the next day !!!!!
