But why can private sellers now only ship items which are no more than 61cm? Outrageous.

Well put,
I have just had a Simple Delivery Cluster-Doodle , my parcel hiked from 7.50 to 13.63 
shall never ever listed up items over 61cm..
Pants for  Simple Service ! a very bad overview of ebay 
they clearly don't wan't normal business options, that everybody else offers
