When I had to return something once and get a refund the seller did insist on me sending the item to her first, which I did.
How did your buyer pay you?
If it was through Paypal and he doesn't trust you then he should send the tickets to you and then if you weren't going to refund him he could do a charge back.
When you are being upfront with him I can't see why he wouldn't just send the tickets back to you.
Maybe it would be better to post this on a thread of it's own as I'm not sure how many people look at the 'welcome' thread.

You do have the right to insist on receiving the goods back before you refund the item.
I'm sorry to hear that your buyer has asked for a refund.
If you have given your buyer a refund you will need to make sure you have refunded the entire payment using the PayPal "Refund Payment" option for the item in question in order to receive a final value fee credit. You can find the Refund Payment feature on the Transaction Details page in your PayPal Account.
If you refunded only part of the payment, or if you refunded via PayPal Send Money, a check or some other means, the item is NOT eligible to go through the Unpaid Item Process and receive a credit.

It's good that we finally have an eBay Irish board, but sheesh, talk about a strange way to locate it!
We have to go into a virtual Irish pub on an English website to find it. I'm not quite sure what that says either about eBay UK or the Irish.
I normally post on Q&A of Family, Home and Garden, rarely popping in here. Is this the most appropriate place for an Irish board? ?:|
