my eBay balance was locked and customer service said "it could take up to 180 days" how are they allowed to do that?

That is one of the longest suspensions. What was the reason? You would have received an email explaining this.
Usually, I would ask if you have fully registered with eBay's Managed Payments, see link below, as you have a new selling account.
