An update at 18.15 Tuesday 4th Feb
I have just spoken to ebay, and they are aware of the problem. [...and so they should be - ring them and give them grief] They expect the problem to be rectified in the next 24hrs for older devices.
Please do not hold your breath, as I do not want to be responsible for any misdemeanours!!!

I've had exactly the same. Extremely annoyed as I've been with Ebay for over 20 years too with things currently for sale and currently buying items awaiting delivery. Really not good enough. I've not had any notification this would happen

Was having the same problem as well . Spent over an hour trouble shooting deleting cashe / app data ect , uninstalling and reinstalling the app and even after fresh install it kept saying I need to update it even tho there is no update option on the eBay app store . Its just stuck in this update circle. If the app is not compatible with my devise why under app details it says its compatible with android 8.0 and higher . Other apps that are not compatible with your device will specifically say their are not and will not even have an install option . Why waste peoples time like that . Appalling service from EBay ! Will be using Amazon from now on.

It is up to date but will not work, Tryed all the tricks. Nothing works! Uninstall, re enstall. Cleared everything. Nothing works on my tablet yet my phone was fine. Have never used Amazon but think it's now time to swop if this is the level of service

Really hope eBay reverse the change and take note of the complaints. I love eBay, but I don't like the desktop version of eBay. The app is fast and easy to navigate around for myself. Never had any issues on the app in 10 years of using it on android

Like most people, spent about 2 hours of my life fannying around with this. Uninstall, reinstall, cleared all the dead wood etc. Should have known really. Got 50 items starting on Thursday and going on holiday (back before they finish) but need to keep track etc, answer queries (replying to ebay messages via Chrome/hotmail takes you to the ebay app and then tells you you're not worthy...). A necessary evil. For the stuff i deal in there's not really an alternative but if there was, i'd be using it. Terrible service...

Same issue, cant use ebay app, just ebay through the browser.

I have had the same problem. After reading suggestions to solve this problem, I went onto Google search and used eBay.com. This solved the problem on actually getting onto eBay but it’s really inconvenient having to use this method and not being able to use the App. There must be so many loyal Ebay customers who, like myself don’t have a newer upgraded mobile phone. This isn’t fair!

Have just found out I have no access to the app, no notice, no anything. I'm not feeling very valued despite spending thousands via Ebay ! It's very poor and I'd expect better.

it says I have to but can’t as my phone is too old ..!
