An accepted offer shows the item is sold.
If you are both in agreement to cancel the sale, then the seller can cancel the order citing ... ' Buyer Requests to Cancel'.
If you have paid, this will refund you, and the cancellation will not affect the seller's selling performance.

A seller can refuse to cancel an order it is not mandatory for them to accept. I think I mis read your opening post and thought you were both in agreement to the cancellation.
Have you paid? If you haven't then after 4 days the seller can issue a non payment cancellation order, and you receive a non payment strike on your account. One does your account no harm, but gain another unpaid item strike, and you will not be able to buy from the majority of sellers for a full 12 months.
If you have paid, as it's a collection item, the seller cannot prove collection as you have not provided that collection code, so here you open a case for item not received after say 7 days, bit of a grey area for collection items but 7 days should allow you to then open that case for a refund.
