But surely that's always been the case which is why it was set up in the start! It's only in these times is it being abused & the government now trying to crack down on it?
When it was set up it was to help the less fortunate who could not afford to pay for births etc so that all rich & poor alike had good health care, it mattered not that they hadn't paid in, after the war there were no jobs for the returning troops & it was to help them until things improved & when it did they themselves contributed & so on!for the good of this countries citizens!!.& yes emergency treatment also.
