It looks like they're restructuring the front page to make it 'easier' to find stuff.
No content will be removed from the Community.
Whether that means many boards will be merged remains to be seen. The US does have a vast number of boards and it's not suprising that they'd want to restructure it if it would mean reducing the cost of running all those different boards.

I think the choice of the word "group" gave the wrong idea of the use of the word in the context of eBay discussion boards.
In the eBay community, "group" means a group of people who get together and post in/on their own board (which can be public or private) within the eBay community.
What eBay meant with regard to the changes to the boards (US for the moment?) was that the grouping of the discussion boards was being changed.
