Been looking at this 4000v cattle prod item from China on here but is it legal to own one and carry for dog walks to stop attacks as my dog has been attacked 3 times now on my estate and want to protect him and myself

I think that carrying one of those in a public place might see you charged with being in possession of an offensive weapon. You might find watching this 7 minute video interesting:-

I wouldn't like to guarantee your cattle prod would clear customs if it's coming from China, it would probably be confiscated.
I'm curious too, I have owned dogs all my life and have never felt the need to carry a weapon when I take them out.

Carrying a cattle prod in public is most definitely a criminal offence and might, even if it isn't, be classed as a firearm. I would assume establishments using these devices would be licenced to do so.
In the US tazers are able to be carried in public by civilians and are easily purchased. I have had the pleasure to be at the end of those probes, unpleasant.
Get yourself a small fire extinguisher or carry a jiffy lemon squeeze bottle, that will stop a dog. Be warned, though, that causing an injury with any chemicals would be a criminal offence, especially when predetermination comes into it. Either of these items would be classed as an offensive weapon when used as such.

If to carry the thing for selfprotection then it would be seen as an offensive weapon by the police
