The Iraqi-born claimants and the crooked agents split the profits. The frauds are committed without the knowledge of the property owners, who receive the rent they are charging without realising their home is being let for much more."
Two questions:-
1). Why don't the council know about the "cheaper flats" and put the claimants in these rather than the expensive ones?
2). Why don't the "crooked agents" simply let the flats out to these "wealthy Arab families" then they wouldn't have to split the profits?
