People have been cheating councils and HAs for years by subletting their housing, either tenants do it themselves or they sell the keys to dodgy characters when they move out.
If they are on HB as well, it's a nice little earner.
A friend had two seperate offers of hundreds of pounds for their keys when they moved out, they didn't take up the offers.

"They secure these tenancies through unscrupulous middlemen acting as estate agents, before moving into a cheaper flat.
They illegally sub-let the more expensive taxpayer-funded apartment to wealthy Arab families holidaying in London from Gulf states such as Saudi Arabia.
The Iraqi-born claimants and the crooked agents split the profits. The frauds are committed without the knowledge of the property owners, who receive the rent they are charging without realising their home is being let for much more."
Two questions:-
1). Why don't the council know about the "cheaper flats" and put the claimants in these rather than the expensive ones?
2). Why don't the "crooked agents" simply let the flats out to these "wealthy Arab families" then they wouldn't have to split the profits?

I was just hearing the populist proposal to charge capitol gains tax to "foreign" owners of UK property. So, as a resident of Belgium, I will be charged (illegally) 52 percent of my rental income (illegal because it is not charged on domestic rental income) capitol gains of 52 percent locally, and I presume at my maximum taxable rate in the UK as well.
Ah yes, the joys of free movement and harmonisation within the EU. And they wonder why tax evasion is so darn popular......
