issue with a "suspended" account

We have a bit of a dilemma.  My husband only browses ebay infrequently (he is 68)  When he went on yesterday it comes up in the left hand corner with what is supposedly his user name and whilst it has a part of his email address as the account name,  it isn't correct.  If he clicks onto it - it says the account has been suspended and an email sent to his email address (which is correctly stated) - however  no email. has been received. He has no recollection of ever opening an ebay account and there are no password details  entered where we would usually save them.  As he had decided he wanted to place an advert he was going to open an account but it won't let him do anything.  Not really sure what to do - any help would be greatly received.
