Make Offer - auto payment (paypal) failing

I have tried a couple of time to Make an Offer, get accept to have the auto Paypal charge to fail.But it goes through if I use the Pay Now and the same PayPal account it goes through?

This might be the most unhelpful error message I have ever seen. Something is wrong? I've just been herded into this Simple Delivery scheme and have NO other option, so what am I supposed to do now?

server down on vouchers

If you go to marketing/discounts/vouchers, it does not let you update/edit listing that have ended and comes back with a message saying, 'ebay server is down and it is there problem' It appears only when you try copying or editing an existing coupon....

Withdrawal button greyed out

There is no box to input the amount you wish to withdraw hence the withdrawal button being greyed out. Also no scheduled payments as yet this morning.
