Restricted category - Vape products

Hi, i am new to ebay and looking to list vaping products, i.e. E cigarettes, mods, coils etc..

I understand this is a restricted category? how do i get myself approved to list these items?

You have to apply and meet all of the requirements, but I was rejected although I met all of them and they didn't give a reason as to why.

So how do business list there products on eBay? Do eBay not want the custom?
