I hope you all are doing well and good. I have account restriction issue and need some advise. My account got restricted because I had few number of cases opened and i received the following.
"To appeal this restriction, please review the following guidelines:
-- Address any outstanding concerns from buyers who have opened cases against you through eBay or PayPal."
So I have closed all the cases while providing tracking numbers and couple of them refunded and then I appealed. HOwever i received another email
"To help you be a successful seller and ensure a safe experience on eBay, we sometimes restrict selling activity, end active items, or suspend accounts until additional information can be verified or obtained. These actions are not necessarily meant to be a reflection of your account's activity, but rather a preventative measure.

More specific details are provided below.

It says "To appeal this restriction, please review the following guidelines:" but there are no guidlines mentioned and therefore I am confused what to do with this.
Can experienced sellers advise what ebay is actually asking me to do in this

I would guess that your restriction relates to DEFECTS, look at your seller dashboard for details.
Ebay expect no more than two defects per 100 sales, once above that level you are considered below standard.
I can't see how many defects you have, but you can, but it would normally be related to feedback and you have a number of Negatives and Neutrals. Once you have a defect it is very difficult to get them removed, so appeals are usually a waste of time and only time will make them go away.
You say you closed all outstanding cases, depending on what they were, closing them may not have been a wise decision, unless you refunded before buyer escalated to ebay.
Look in Help & Contact > at the new Seller Help section and see if there is any guidance on removal of defects
