How do I send a refund directly to a buyer
Everything you need to know about selling on Ebay, including what to do when a buyer doesn't receive their item, or claims it has arrived damaged, faulty or not as described, is in the Seller Centre (link at foot of any page). You should also read the Money Back Guarantee, so that you understand what a buyer needs to do to get their money back. The MBG is on every listing, and in various other places across the site. Do not refund outside of the Ebay case or returns system, or you won't get the selling fee credited back to your Ebay account.
Why? It is up to the buyer to open a Case using the Money Back Guarantee. As you make no mention of returning an item, I assume it is an item not received.
The buyer goes to MORE ACTIONS and selects "Item Not Received" opens a case, and you refund through the case within 3 days. That gets your selling fee refunded and no Defect.
If that is the case you then claim for loss on Royal Mail using your proof of postage, or on whatever courier you used and hope you have some cover with them.
Only Royal Mail has a good claims procedure which can be completed on line or using a claim form available at any post office.
Always ask the buyer to open a suitable eBay case and only issue the refund through the case ... ensure that you have sufficient funds in your PayPal account to fully cover the total refund amount ... won't affect your account if you follow the case instructions carefully ...

A PayPal refund (separate companies) outside an eBay case can result in a loss of selling fees and a possible further eBay refund request is not unknown.
