Is there anyone else out there that would like to send offers to interested watchers that I choose, rather than wait for Ebay to dictate to me to send offers on the items they have chosen for me.
Ebay keep choosing the same ones over and over agian, and you'd think they'd have got the hint by now that I DONT want to send offers on those particular items. It is so frustrating.
Also, if I have a quantity for sale, say 6 glasses, then why is the offer only limited to one of the glasses? You cannot change the quantity on computer or on phone. Ridiculous. Such a waste of time to keep explaining that the buyer has to pay full price and i will issue a refund.
Comments please, and hope Ebay listen up.

Not sure I understand. You can send offers to watchers more or less when you want. But you cannot bombard watchers, there is a limit to how many times you can send an offer to a watcher (limit may be one. Not sure.)

Are you using the app? Or a Windows PC? Or what?
If there is an issue it is not universal, I sent out offers yesterday and today. PC, Chrome browser, Seller Hub.

Private sellers do not have the option to send offers when they want to anymore - eBay dictates this by highlighting at the top of the page " send offers eligible" and picks the item to send offer to... I have been ignoring them now as they keep showing the same items.

Not my experience. I am a private seller. In Seller Hub, showing active listings, every listing has an "Actions" column on the left with a drop down menu that can be opened by clicking on the down arrow. One of the menu options is "Send Offers" (if there are any watchers that you haven't already sent offers to).
It may be that the method you had for sending offers has been removed, but it has not been removed universally.

Why would it be different for each private seller? Why's some and not others? Maybe this is a new " roll out" test of some sort?
I can promise you I have not a " send offer" description/button on my drop down box which is situated under a bright blue banner saying " promote listing" and it states at the top of my page " send offer eligible" - I have to click on this to see what item eBay have chosen.

On the Seller Hub page, look for Task. If it's not there add it by clicking Customise on top right. Look out for Task and click in the box. Then click on "I've finished" (blue box bottom left of screen). The task box should be now on your Seller Hub page, showing suggesting action, Listings eligible to send offers. Click on that and send your offers

You have literally taken the words out of my mouth and I couldn't have put it better myself.. I too am suffering the same ridiculously irritating problem..
Why should we be at the mercy of ebay telling us what THEY'D like us to push, instead of letting us do it ourselves.. Sorry, they're my items for sale and I should be able to push every one of them, day in day out if I see fit, not wait for you to dictate which ones make the cut.. After all, that's the whole point of trying to sell something isn't it??
If I have watchers on every item, I should be able to send offers for every item.. They're basically telling us yes, you can sell, but with one arm tied behind your back..
At the current time of writing this. I have 24 items and over £3000 worth in all that that I'd love to sell, and have been trying to sell for quite a while.. Most have had watchers on since the beginning, but ebay keep attaching the same offers to the exact same 5 or 6 cheapest items I have and that's not worth a carrot to me, I want to be able to push the big ticket items constantly.. Why is this such a problem??
I did get so frustrated at this that i contacted customer service via the online chat to see what can be done about it, but ebay customer service being what it is, and dealing with foreign people who don't always understand what you're trying to get across didn't yield any results. She tried to say that I can only send offers if they have had the item in their basket for more than 48hrs, then the counter will reset and you will be able to send more offers.
Who puts anything in a basket on ebay and let's it sit there for 2 days or more?? I certainly don't.. Usually you buy it then and there or you don't bother.
Needless to say, none of that ever happened, I still end up with the same offers even now on those few items and no change. In the end after a couple of exchanges I think she got the jist of what I meant and said she will make a note of this and pass it on to the technical/product development team to see if this can be changed in future..
I'm not gonna hold my breath, but yeah, this is a real kick to the crotch and I don't understand why someone tech savvy from ebay can't sort this out with some simple coding..

Wow, watchers on most of your items. I'm filled with envy. That kick in the crotch you mention... you've just passed it on, and I can tell you it's painful.

This is happening to me also and has been for months - they keep on highlighting the same things and those with zero watchers? Why send offers to non-watchers? Why is the algorithm choosing items with zero watchers?
It truly is bizarre, I now just ignore the " send offer "
Why they took away the option for sellers to control their own listings to send offers is just mind boggling, then again with all the changes and new implementations it appears eBay want total control of everyones account?
