Any advice?
I listed an item it sold and the buyer didn't pay or respond to any of my messages.
I relisted the item and the same person bid. I sent a message asking if they were going to pay this time if they won... No response!!!
They won the item and have not yet paid. They still have 3 days to pay but I want some advice before the time is up. I couldn't leave negative feedback last time eBay doesn't allow it and this person has 100% feedback!!
Any ideas welcome

Maybe block the buyer if he does not pay. As he will not be able to buy again from you .

The person has 100% feedback because there is no facility to leave a negative for a buyer, and against eBay rules too.
Better though, is to use the tools that eBay provide for non payers.
After 4 days Cancel the Order citing Buyer Has not Paid. This gives them a well deserved non payment strike. If they gain another, they will be limited to the number of sellers they can buy from for a full 12 months.
Keep gaining those strikes, and eBay will ban them from their site.
Cases are effective, feedback would not.
It's always essential to block a non payer so they do not return, and mess you about again.

After 4 days you can cancel and select the reason as 'buyer didn't pay’ (eBay works in 24hr cycles so the option won’t be available until 4 x 24hrs have passed). There’s a link on this eBay page:
The non-payer can't leave feedback and gets a non-payment strike against their account, which sticks to it for a year.
Don't be tempted to leave feedback for a non-payer - it can only be positive and will enable them to remove the strike they receive.
Set your Buyer Requirements to block bidders with two or more non-payment strikes in the last 12 months and add them to your Blocked Buyer List with this link:

Make the listing "immediate payment only" so nobody can set up a different account to buy it (or buy as a guest).
The item will only sell once the buyer has paid

I block anyone who does not pay and i also block anyone who cancels an order (like today, just got request to cancel, not worth declining because they will only return on some pathetic excuse) I block automically now because you cannot see if they make a habit of it or not. Would be useful to know if someone frequently cancels orders just like if they do not pay.

I have nothing but hate for those that buy on a Saturday night and on Monday message along the lines of 'I see you have purchased a label, but as you cannot have possibly sent this yet, I want to cancel, having thought about my purchase over the weekend'. The thing is, I very frequently DO leave parcels in the porch for collection when I leave the house at 6AM, and as the poster above says they will only find an excuse for a free return anyway 😞
OP you should definitely have blocked 1st time, plenty more buyers out there.

Block a buyer if he does not pay. Block a buyer if he makes an absolutely absurd bid. Block a buyer who asks a series of stupid questions. There are a number of saddos on here who need their mummy to get them off the laptop & into the fresh air. Most have never seen snow before - it will be life-changing.

Negative feed back for buyres serves no positive purpose. For myself and most sellers who sell Buy it Now items, we would have no time to read that well meaning warning leaving that non payer to potentially come and buy from me and end up not paying.
I have set my Site peferences to block 2 strike non payers from buying from me, I can see from my buyer activity, it's really working.
As above cases resulting in non payent strikes work, negative feedback for a buyer, even if it was allowed, does not.

Thank to you all for your responses and advice.
Surprise surprise they didn't pay.
So I cancelled the order which gives them a black mark. I also did this the first time they worn the auction, but I didn't know they got a black mark at that time, so now they have 2 black marks which I understand will restrict them. So with your advice I have also blocked them.
