PayPal vs Bank Details

I stopped selling on eBay a few years ago when the rules changed and I was required to provide my bank details, rather than just receiving payment via PayPal as I had been doing up until then.

Can Paypal not be treated as a "Linked Financial Account" rather than bank details?

In short - no - it can't.

Sorry, not possible. 

All sellers have to sign up for eBay's Managed Payments,  which means a ' high street' bank account has to be provided to eBay,  so payouts from sales after reaching an eBay Balance,  can be manually withdrawn by the seller into that nominated bank account.

PayPal can still be used for paying for items at eBay checkout,  but not for receiving payouts from sales.
