sending an electric clock to Japan

i have been asked by a buyer in japan  if i can post an vinatge electric clock directly to them as they say "Recently, eBay’s Global Shipping Program (eBay International Shipping)
automatically rejects vintage clocks and returns them to the seller when shipping to Japan"

is this correct? is there an issue with unpaid duty or tax?

Current the item is for UK postage only.

Not heard of that specifically but someone had a GSP problem involving Japan the other day.    You can always add direct postage to Japan to your listing and not use GSP.     If using Royal Mail you can look up prices on their website.   You'll need World Zone 1.
