refunded purchase, used voucher for partial payment. refund has been provided but voucher is missing

Are coupons refunded ?
Paid for an item with PayPal and a coupon value. 
Returned it.

Received PayPal credit for value of item minus the coupon. 

I have lost the value of the coupon in this transaction. 
Is this correct ?
