opposition buyer to leave feedback

Hello everyone, I wonder if anyone can give me some info or advice.

I have a chap bought the cheapest item I sell who is actually an opposition store / business , this person then left a negative feedback just saying "not impressed" BEFORE his item had actually been delivered!!

His phone number does not work in his store he has as his member to member number on E Bay , he refuses to reply to me apart from abuse on e bay e mail ....not once stating what the issue is (I already know it was malicious negative to aid his own business)

can anyone advise me on hos E Bay would view all of this, what to do etc etc

also isnt it part of e bay terms of useage that you must have a working number on the site??

any help would help
