is the Paysafe voucher  acceptable as a payment method on E Bay purchases ? if so what is the correct procedure

No, Paysafe vouchers cannot be directly used on eBay UK during checkout.

While PaysafeCard is a secure and widely accepted online payment method, eBay UK's accepted payment methods list does not include Paysafe or Paysafe vouchers. 

To use a voucher, you need to redeem it with PayPal and then use PayPal as your payment method on eBay.

Thank you so much for that info, what is the best way to 'redeem' my
paysafe voucher ? say for instance i have around GBP 200 pounds that i need
to install into my paypal account,
buy redemption vouchers in exchange of my paysafe credit, what about if
it's in small incremental amounts from a variety of outlets, is there any
unseen glitches that may create a bigger
problem thn the remedy i'm attempting to address ? in the event of a
failed transaction, who and more importantly when will anyone give me a
refund? or is it a lost cause?
i guess with every vogue discovery there are potential minefields.

Sorry I cannot be more informative on this subject,  but  I have never used a Paysafe voucher,  and had to look up what it is,  and how to redeem it,  as laid out in my post above.  

Once you have  a PayPal  balance,  you can use this to buy your items on eBay. 

You would have PayPal's protection of 30 days if anything was wrong when item was received,  or if not received,  but also if you had to,  always claim first under eBay's 30 day MBG,  Money Back Guarantee policy,  for any refund as explained in this link below,  and the MBG is written on every listing on the right hand side,  too.
