I make pool cue tips to size. Customer bought one but didn't state size. Got message later on from another customer telling me a size. since they are different accounts and both accounts only joined on the day I sold it seems a bit suspect to me . Have tried contacting both accounts but no response. can I cancel it and refund the buyer.?

Yes. Use the reason "problem with buyer's address". It's the nearest we have for this sort of problem. It does not need agreement and won't harm your account.

By the way, Ebay rules are that if you make items to sell you need to sell them on a business account.

It is possible there is a simple explanation for your two buyers. First buyer without size was a guest buyer, second buyer using a real newly opened account to advise size.
Just a guess as I cannot imagine there would be scam buyers for pool tip cues.
