Hi, I can't find a way to contact ebay directly. However, then looking to buy a wristwatch (Vintage or otherwise) why can't there be a 'Spares or Repair ' section in the filters? Many want a working watch and almost buy after reading that it runs but has issues, so selling as spares or repair. Frustrating to say the least. But a simple category list stating this would save lots of time.
Is this at all possible?

You put it in the title and description. Most buyers are able to read.

Bear in mind that eBay's definition is that the item is not in working condition (or words to that effect).
This is to protect selelrs from refund claims by buyers who bid for items in the hope of fixing them, but want to return them when they can't.
The problem for sellers is this protection depends upon not making any claims about the item, e.g that it runs. This would open the door to a buyer claiming "not as described" because it allegely doesn't run. eBay doesn't see the item and takes the buyer's word against the seller for faults.
This means that sellers have to choose between selling items simply as "spares or repair" with no accompanying description, or providing more information at the risk that buyers may exploit this to claim "not as described".

Firstly, thank you for taking the time to reply a genuine response. Its a shame some are just point blank rude and justify this by belittling others.
In response to what you have said. I fully understand that buyers and sellers need protection in the sale of goods so neither is misrepresented or taken advantage of. I assume this is in the description of the listing and would be explained in detail (one would hope).
But, a filter/filters that could simply state,
* Working
* Runs but needs attention
* Spares or Repair
By doing this, the choice of wanting a Working watch is filtered to the remaining amount to view, saving endless time by having the criteria you want. That's all I was asking, could that be added as a filter feature?
But, again I appreciate your comment with a detailed answer.
