Trying to upload Billboard picture

I have created a new shop.

I have created a JPEG billboard exactly 1200 x 250 pixels dimensions. The file size is only 220 Kb so quite small.

The upload billboard page on Ebay appears normal, and I can browse to the file on my P.C.

When I click upload nothing happens !

The small square to the left of the billboard space uploads fine.

There's no way of contacting Ebay direct, which is a MAJOR turn off using them so hopefully someone will come to my rescue from the community.
