I received something today which is not what I ordered and appears to be a deliberate action by the seller. I have asked for a full refund, but also wanted to report the seller. I followed the correct procedure but it just keeps say 'failed to send'. Any suggestions how I can contact eBay as none of the topics given under Help are any use.

Don't ask the seller for a refund open a not as described return request for a refund.The seller should supply you with a prepaid return label once opened, and refund you within 3 days of getting the item back.
If they don't you can escalate the case to ebay within 30 days.

Thanks, I have done that now rather than contact the seller, but I was also hoping to report to eBay so no-one else has this happen.

Ebay will be notified of the sellers account actions when you open a case to return the item.
