I hope I have understood correctly , that you have Not posted the TV  ?

Then,  just cancel the order.

Click on the order details >>  More Actions >>  Cancel Order.  Select the reason Buyer Requests to Cancel.

This fully refunds your buyer and your seller performance is not affected.

If the money is not yet available in your Payment Summary, then eBay will use your back up source, which is usually your bank account.  Once the refund is made to the buyer , the original payout is released to you.

To appease your buyer,  set his mind at rest,  send them a message,  that the order is cancelled and the refund is bring made. It will go back to their original payment source, and of paid with a credit card,  it can take up to 30 days to appear in that card account.

Block them too,  from returning to your sales, add their ID here:

If there is an open dispute you may not be able to cancel the sale. All you need to do is accept the case (presumably item not received) and confirm your agreement to a refund.

eBay will issue the buyer's refund from your account. You will not be penalised by eBay in any way.

If the buyer leaves you negative feedback, from the way he's behaved there's a good chance that he may say something that will entitle you to have it removed. If the situation arises, ask here again for advice.

Be sure to add this buyer to your blocked bidders list, and also block him from sending you messages, see: https://offer.ebay.co.uk/ws/eBayISAPI.dll?BuyerBlockPreferences

Crumbs @red_magpie   sorry missed that bit,  but to be honest I've gone back re read OP's post, and it's just so difficult to read one large block with no paragraphs,   and I still can't see it. !

My bad ?  🤔
