Seller offered refund but has been ongoing for 4 months

Hi, how do I report a seller who sent me the wrong colour dress, offered to send the right one. It never got dispatched, offered a refund and said it was being processed. That has been ongoing for 4 months now.  eBay seem toale it impossible for me to report them. I just want the refund I was offered. Any help would be appreciated.

You had 30 days to open a return case using the Ebay Money Back Guarantee.

The seller has used delaying tactics and you are now out of time to do anything through Ebay.

If you still have the 'wrong' dress, you could try to recoup your loss by selling it yourself.
