Seller not responding

I bought a big item that said it was in same town as me and it was collection only, I bought it on buy it now and arranged payment on PayPal,I have messaged seller to get collection details and they have not responded,it's been a week and half and eBay refused me to cancel order because it was too late but seller didn't respond to them,I think it's a scam ,how do I get my money back

You need to open a case for item not received,  proceed this way:

Then,  as the seller is not being helpful,  go right of the item purchased,  and from More Actions select....  I Have Not Received My Item.

If you are not fully refunded within 3 days,  you must escalate the case on day 4 or within 30 days from opening the case,  and eBay will step in and force the refund.

Do not close the case early for any excuse or promise the seller may give,  and do not forget to escalate.
