Seller not provided refund postage label

Seller agreed refund for item as damaged when arrived , provided the long address in china , but no pre paid postage label , tried to contact them multiple occasions but heard nothing , and just keep going around in circles with eBay trying to get help , keep getting the same automated responses and getting nowhere

You have 30 days from delivery date given on order confirmation to open a case for 'Item not as described' (Damaged) ... Escalate to eBay after 4 complete days  ... do not close the case without satisfactory conclusion. >

I know they agreed refund by will not send a pre paid postage label

They will find that if they don't send one and you escalate as advised by @fargvs  they will end up refunding anyway, and you won't have to return the item.
