I have reported seller : is selling fake items on eBay. Why the seller is still on eBay selling fake items?

eBay does not accept reports of counterfeits from ordinary users. They will only remove items from sale when reported by the registered owner of the brand name. Quote: "Only intellectual property rights owners can report eBay listings that infringe on their copyright, trademark, or other intellectual property rights".
eBay suggests that "Members who are not the rights owner can still help by getting in touch with the owner and encouraging them to contact us. Some rights owners who participate in the VeRO Program have created a participant page, so eBay members can find out more about their products and legal positions. Though not all VeRO participants have a page, those that do can be found at our VeRO participant pages.

Use the Ebay returns process to send the top back. The seller will have to provide a label and then refund you in full.
If the seller gets lots of returns and negative feedback, then Ebay will eventually take action. They won't act on a single report.
Really, if a seller has all brand new items but is a private seller with a 'no returns' policy, they are best avoided.

Red wasn't saying you were unregistered they said

Unless you are the registered owner of the brand or an official body such as Trading Standards.
eBay will not act on any reports of counterfeits from ordinary users.
