Item is opened stink off cat food product and can't be posted for health and safety reasons so what can I do to get replaced or money back

I don't think ebay would expect you to return it so contact CS n this link: eBay Customer Service

Open a return ton start with using "Notnas described" . Your seller might just refund you without return but if not contact CS on the link given.

What is the item?

There are very few situations where ebay allows you not to return it.  Smelling bad isn't one of those.

If RM have refused this item to be posted,  you need to contact Customer Services and explain the situation, see what they say,  hopefully they will action a refund.
