Reporting a scammer

Hi. How do you report a potential scam?  I am selling an item and I have received a message from someone one who I think is trying to scam me.

buy you may not be able to report a buyer who is not in a transaction with you.  

Put their ID on your blocked bidder list:

You have listed the item as 'cash on collection' only but buyers now have to pay through Ebay.

Why do you think the person who messaged you is trying to scam you?
