Regaining access to my eBay account...can't access old email and phone number?

How would I access my eBay account on a new phone number and email?

Because the two stage verification wants to send a sign in code to my old phone number On a phone which I lost.

I also lost access to my email which I used to sign in with.

Change those contact details in your Personal Information section in your Site Preferences, you may need a laptop / PC and use Chrome to do this.

Without access to either of those essential things I think your old account may well be lost for good.  You could try contacting ebay CS through the new one and asking their advice.
