why cant i bid on more than 2items in shoe auction.

You are a new user, so you will have a limit to the number of bids you can initially use. eBay do not want new members getting carried away, bidding on a mulititude of items, and then not being able to pay.
Once you establish youself as a good buyer payinng for items promptly, then this limit is lifted.
You may now be able to buy items as a Buy it Now listing , with an immediate payment.
