Item not received

I paid for an item £7.95 in September. I have not received it. I phoned ebay it cost me £7 to phone them. They want me to ring them back. I'm not paying another £7 to phone them. Is there any other way you can contact them. Does anyone know please. I'm disscusted with ebay.
