Regarding your later comment and so on ...
As both @norseway53 and I have said the situation is [and I have no doubt you will not like it] that when a buyer opens a case for not as described and whatever the true facts the seller should accept the case. At that stage you issue [through eBay] a [prepaid] postage label and the buyer returns the item to you. At that stage - and again through the case - you refund and all is well [in eBay's eyes at least]. By declining [or ignoring the situation] then eBay may have considered that you do not want the item back and have made the refund. They have also given you an account defect.
The last bit puzzles me. It is just possible [and we have no way of knowing as we have no access to your account] that eBay has issued the label on your behalf and at your cost and are waiting for the buyer to send it off to you. In that case the Paypal funds will presumably just be held [rather than paid out]. I understand - though I have never been in the situation - that the postage label is charged when it enters the postage system. If eBay really are waiting for the buyer to do something and he does nothing then after a while the case times out and you get the funds released.
