An intended purchase from France for delivery to my unchanged address in the UK is being blocked. The seller doesn't know why

Ask the seller to put your ID on their exemption list which should remove any blocks. Assuming their setup is similar to ours they'll find it on their My eBay at Site Map at the very bottom of the page. Scroll down past the categories to Sell > Selling Activities > Manage Bidders.

You can see the listing, does it say in the shipping details “ships to UK” and does he list a shipping cost. It is also possible that he ships to EU, which would not include the UK.
Without cost of shipping you cannot pay so basically if you cannot pay you cannot buy.
It would be helpful to see the item as that would possibly make it easier to see what the problem is.
