Poor review for seller

Is it possible to leave a poor review for a seller if you haven't bought anything from them? I sent a seller a message asking if they would take an offer for something they were selling. This was over twice the opening amount. They replied that they would. I sent the payment and then sent a message asking when I could expect the item. I didn't get a reply to this. The next day I sent another message asking if all was OK. No reply. Later that day I got a message for Ebay to say that my offer hadn't been accepted. The time is nearly up on the item and it looks as if it will sell for the lowest price, so the seller has shot herself in the foot. However, I do feel that buyers should be warned about her behaviour.

No, sorry, just don't buy from her again.

Thank you. I just think it goes against the way it should work. At least I
have the satisfaction of knowing that she sold it for half of what I would
have given her.

You jumped the gun by assuming your offer had been accepted. Offers are not accepted or refused in messages.

 

Why she changed her mind you may never know, but If your offer had been accepted you would have known immediately as the auction would have ended with you as the winner.

 

I'm surprised that you didn't grab the item yourself when it went for the starting price! That really would have been poetic justice!

How did you send a payment for an offer made through messages and where you hadn't bought the item?
