I have been a private seller for some years, putting items on every week. Having spoken to two different Agents, both have assured me that the message explaining how payments will be paid out from 4th February, is aimed at new and/or occasional private sellers and not regular long-standing ones such as myself and already exists within e-bays 'Terms & Conditions' and has done so for some years. In which case, what I want to know is, why are they presenting it as if it is new and aimed at every seller, regardless of whether they are loyal, regular sellers, occasional sellers or new sellers?

The new changes coming into affect in Feb this year, are aimed at "Private sellers on ebay" only.
Business sellers are not affected by the changes,

Oh dear.
I don't know if Ebay Customer Services have no knowledge of the new system, but those new rules regarding payment will apply to every private seller.
The User Agreement is what you 'sign up to' when you start to buy or sell on the site, and the new payment terms are a part of that.
Unfortunately, you (and me), despite being a long-term, regular seller with lots of good feedback will be subject to payment holds.
So, payments will be released 2 days after tracking shows deliver, or 14 days after sending if there is no tracking or the tracking is not updated.
I am sure it now says this at the top of your selling page:
Starting on 4 Feb, funds will typically be available in your eBay balance 2 days after delivery.
It does mean you; there are no exceptions.

No, I have not spoken to an agent - happy to tag a member of the Community Team (employed by Ebay) to confirm what I have said is accurate though.

@jckl1957 is correct,it's down to the way ebay word statements,and how agents answer questions when asked,as not all agents get things right unfortunately 😉
The changes affect ALL private sellers on ebay regardless of how they sell!

Thank you for confirming that Marco and to everyone else who took the time to respond.
What I can't understand is why two agents (and who knows how many more) don't know what they are talking about and how someone like myself, who sends items literally all over the world, are going to get paid, regardless of tracking, when the items have to go via each countries Customs department, prior to being released and sent on to the buyer, and which the said Customs Departments are a law unto themselves and can (and have) held onto items, sometimes for weeks, before releasing them with no explanation to the buyer.
It is a ridiculous condition by e-bay that could well drive long-standing and loyal sellers onto other selling sites and is certainly making me think about doing so.
