I cancelled an order  (as buyer never contacted me) and then re-sold it later through e-bay, but I have been charged twice for the selling fee costs. Can (and how) do i get the 1st one cancelled? The automated chatbot is useless for advice.

Fees for listing vehicles on ebay are not refundable.   You have to pay them even if the car does not sell.
